This individual character is "Cagon Lienzado" 
or Caganer in Catalan.  He is a particularly 
unique and unusual figure often set within 
the detail of a Spanish Bethlehem off in a 
corner somewhere.

In Western culture we are familiar with the 
Nativity scene, while the Spanish will 
build the entire community around the city 
of Bethlehem including all of the people, 
including this funny little fellow.
