This Small US Flag banner on pole belongs to the Summer Man, 
a Steinbach Chubby nutcracker, S1372 first issued in 
2009.  Made specifically for this Steinbach nutcracker, it 
may have also been a missing part to other Steinbach 
creations.

It was also used on S1398 Chubby Uncle Sam issue in 
2013.
